If you kill someone while carrying the service rifle, the item gets deleted from your game. This can be fixed by using the console command 'paste Game Data' to put the item back where it belongs. The problem lies with other service rifles that have the same model number but have different content, and it is these that are not portable and won't appear as loot in combat.
This mod provides an excellent alternative for combat rifles that don't really fit into your game's story and feel.
